Can DMRs get the same benefits as snipers on the recon class?

Its kinda weird that i cannot steady my scope on a DMR. It would be nice if all the perks that affect sniper rifles also affected DMRs to make them more usable, including the head-shot fatal.

DMRs are the least played gun, it would give them some life.
