Can we stop people from sniping from their HQ area

So im reffering to Firestorm specifically. Everytime im in that map, i spot people sniping from the left HQ area, a.k.a the mountains near A, and it takes less skill to snipe from above than sniping ...

Used to do it on that map on bf3 and bf4 just sit trying to hit each other all match lol But i'm sure the map was a lot bigger on the old games
