Earning Battle Pass tokens DOESN'T get you most unlocks?

Let me get this straight: I spend dozens of hours in RedSec earning BP tokens and watch it unlocking all the skins and weapon packages and whatnot and today the Battle Pass UI says most of the unlock...

I think the BP tiers have locks over them if you haven't paid for the Battlepass, which I don't think is very different from other ones. Granted, I think it would be beneficial (unless I missed it) to have a separate top and bottom section with the levels, with the 'free' tier on top showing what you get on that, and then the "premium" one below highlighting the gains between the items of the free tier.
