"I dont know why the game is this way but using 100% of my CPU (9800X3d) while not utilizing my 5090 to its full extent is baffling. The game literally takes up all resources so nothing else can be done."
Has nothnig to do with the game, your CPU’s doing all the work because of the wrong Nvidia settings. Go into your NVIDIA Control Panel and make sure the game’s using your dedicated GPU (OpenGL rendering GPU = RTX5090). Set 'Power management mode' to 'Prefer maximum performance' . Also go to 'Configure Surround, PhysX and put you GPU as dedicated in the PhysX setting. (the recommended "automatic" setting are no good for gamers) These settings will take away the load of your CPU and let the GPU do the work it is supposed to do, it is important that you put the setting 'Power management mode' to 'Prefer maximum performance' because this avoids your GPU going into sleep mode when as an example you're in the game's lobby or calm moments in the game, this millisecond going from sleepmode to awake decides you either to win or lose a gunfight.
