Griefing Reports

Me and my buddies prefer to fly the helicopters. In our time flying we have noticed a common theme of at the beginning of the round if someone else wants the heli and isn't going to get it off spawn they will blow it up. To my understanding that would be considered against EA's "Positive Play Charter". With this in mind I have consistently reported those I've caught destroying friendly helis in such manner. But sadly with every report I've received a follow up email stating that "We reviewed your report and didn’t take any action this time.". With this in mind I'm just trying to understand why this is being permitted/ignored. Is the "Positive Play Charter" just for looks or is EA actually enforcing it?
