I believe they're planning an across the board nerf to bullet speed, and the L96 probably got pre-nerfed instead of holding on to the nerf to balance it with every other weapon.
I don't think there is anything wrong with the L69, I just think every other weapon in the category needs a nerf to bring it to par with the P1.168.0.0.
