Surely such a good sniper can adjust to the lower velocity.
The arguments that we are presenting here is not about "a good sniper can adjust to the lower velocity". It's the fact that the L115 is useless, there's no point using it, no gameplay objective, every other sniper is better than L115. If you choose to play with it, you'll be nerfing yourself. Imagine you're playing with the attack jet and not using its bombs, trying to get infantry kills only using the cannon, it's like that, in the case of using the L115 instead of the other four snipers in the game.
You were talking about bodyshooting at the sweetspot range, because it's easier, instead of making it difficult to headshot at the sweetspot range. But it's actually easier to hit 2 bodyshots with the miniscout instead a bodyshot at the sweetspot range with the L115. Basically, the L115 is bad even for easy shots.

Ya, there is that also. Doesn't help that the attachment to let you rechamber while scoped in costs way too much. The ADS is atrociously slow to not use it. It's impossible to make this thing good regardless of attachments.
