Have you kept an eye on the utlization of your CPU, RAM, and CPU? I believe your CPU should be okay, but your GPU is at the very base of the minimum requirements, so could be just choking?

Yes, Ive used RTSS and made sure everything is good, it was all okay, the GPU usage was higher but only around 95% that should not impact or introduce the delay. I also overclocked and undervolted separately to make sure its not choking, I have also seen others play the game with much worse hardware and not have this problem. Thank you though!
