Questions about players in other regions

When playing in Japan, I often see players climbing onto building rooftops or infiltrating floors of buildings that are normally inaccessible. Are there fewer players in other regions who use glitches like these to gain an advantage in the game?
Is this perhaps a phenomenon unique to Asia?
I also frequently see players hijacking the aircraft stationed at HQs, as well as players who simply attack the interior of HQs from outside the CIWS’s range.
