Not sure what this has to do with CoD, but I guess people these days need something to blame, even if it doesn't make any sense.
I don't particularly see the issue with shotguns, other than the hipfire reticle not being representative of the actual spread. It pays off to be more accurate than the reticle suggests.
My experience with the starter shotgun is that it's able to one-shot kill people upto about 15 meters. Within 0-5 meters I'd rely on hipfire and anything beyond that range, it's definitely worth it to ADS, as that significantly reduces the spread.
It is generally better at CQB than SMGs as long as you force engagements where you can easily go in and out of cover. Because you do need an escape plan if you miss your first shot.
It's true that SMGs are currently quite strong. I agree that assault rifles that are underwhelming compared to SMGs at close to medium range.
