I fixed the issue on my end, my 11900k would sit at 100% and I got 50-70fps, in my BIOS I changed gear ratio from 2 to 1,
now I get 160fps and CPU usage sits at 70%.

I will try to find that, I will look and see what gear ratio does. Why did you go this way about fixing this?

I tried literally everything suggested so I just went and changed some settings in my BIOS to see what affect it would have.

    mid 80s down to about 70 so pretty good.
