Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

I was excited for portal, want to try newly created Experiences, until met with this freaking error! I'm disappointed, what's the point of portal if you can't paly your own Experiences. Get more ...

    So their solution is killing portal, nobody play or care about it now!

Oh, I can create a server, but im stuck indefinitely waiting for the game to start at 24/32 players with bot fill active. Im never going to get 8 players in here because no one is going to wait for more than 30 seconds. This is ridiculous! But I do love the game, and I understand that its only been out for a few days. But PLEASE change how this works.

I should AT LEAST be able to start the game and just play with bots as more people gradually join.
