I have the exact same issue and the same error code ever since the update was released.
I’ve tried everything too — reinstalling the game, restarting the router, using Google DNS, a VPN, a Wi-Fi hotspot, etc. — but the problem still persists.
Have you managed to figure anything out since then?
I bought the game a few days ago, and it’s ridiculous that I can’t even use it properly.

I unplugged two USB devices from my PC (a Toshiba pendrive and an SD card reader), and after that it started working… What a joke. 😅Try unplugging everything that isn’t necessary at the moment and see if that fixes it for you too.
Oh no way, I'm going to test this when I get home, I tried formatting my ssds and everything and it didn't work. With my new upgrade my sata ssd no longer works in my mother board so I had to get an enclosure and I wonder if that's been holding me back. This is the first time I have seen this as a possible fix .Thanks for the input I will let you know if this fixes my issue.
I unplugged my enclosure and the game works! but when I plug it back in it dosen't work this must happen with a fair range of external drives. Thank you for your help!
This worked for me. unplugged a thumb drive from my computer, didn't even have to restart the game.
