Well, finally broke down and opened a support ticket. All I got was a canned troubleshooting response for troubleshooting I've already done. Not one bit of troubleshooting other than a Google search and copy/paste troubleshooting steps from a canned response file. Horrible 🤬

Penguin has seen some similar connection issues before. Sometimes the problem was caused by the Windows Antivirus or security features blocking the game connection.
After a Windows update, some security settings can change without any notice, then the game or the anticheat may not connect properly to the servers.
Penguin suggest trying a small test:
1: Check Windows security 👉 Virus & Threat Protection
2: Temporarily disable Real-time protection
3: Start the game again and see if the connection works.
If it works, then Penguin recommends adding the game and the anti-cheat folder as an exception in Windows Security instead of leaving protection off.

If disabling the Windows Security features does not solve the problem, Penguin would try a few more things to isolate cause.
1: Run all of it the Battlefield6.exe, EaAnticheat.exe, and Steam/EA App as Administrator. (Not only Battlefield 6.exe and EaAnticheat)
Depending on your network, sometimes the anti-cheat cannot access the network without proper windows permissions.
2: Repair or Reinstall the Anticheat system.
3: CMD admin command:
netsh winsock reset
netsh int ip reset
Then restart PC.
4: Penguin suggest checking checking Windows Firewall rules, especially if you recently had a Windows update.
Since sometimes the firewall blocks all sorts of .exe files & games.
5: If you can, try connect using either a mobile hotspot or different VPN.
If the game works there, then it's highly likely that the issue could be with the ISP routing or router.
6: Update network card drivers and restart PC , sometimes EAAntiCheat service can block invalid driver signatures as that one operates at root level. (That's partly what secure-boot requirement is for)
7: Completely reinstall the game.
If none of these work as they should cover most connection related hinders, Penguin would suspect a server sided issue or update problem as others have reported similar issue recently:

ImPenguinFriend I've already done most of this, but will test with what I haven't done and update. Might take a few days as I can connect and play without the errors, they're completely random. Will update further once I've been able to test everything.
