Connection Failed (Error Code 1:86001S:66003S:4688822970:0B)

I've been playing completely fine without any issues other than the occasional desync since launch, and ever since this morning I've been getting this error:

does anyone know a fix?

so far I tried:

running game .exe as admin
checking firewall for restrictions
restarting the game
verifying game file integrity
restarting PC
restarting router
reinstalling game
flushing dns
changing ethernet cable

thank you to anyone who gives input. I would appreciate to get some gametime on my day off.
