Latency and packet loss

5070ti, i9-11900k, 64g of ram
i did the fix of adding the word document in the files to enable all cores and ram. game looks smooth minimum or max graphics but everything is slow mo and stuttering. 3 days of trying to fix this and nothing. my first few games i played about 3 in an hour (smaller maps) were find not a single issue. took a break to eat and an hour later cant fix anything. even bot lobbies with maybe 10 people total around the game (again on 20v20)  im running into issues what the hell can i do to fix this i just want to play. how was this issue created AFTER the beta
