I have seen this called out probably more than others at the moment.
For bugged persistant dots:
Add the affected weapon to your favourites, in the favourites tab, it should be tagged 'NEW'. Click on the weapon to remove this, then unfavourite. This is what worked for me.
As for skins, try clearing them through through the Appearence tab on a loadout. You will need to do this class by class unfortunately.

You know what the issue with relying on a glitch to hopefully circumvent a bug that's being ignored by developers regardless of constant, long-due, negative feedback is? Is that it will eventually, randomly, stop working just as randomly as it came to work.
This glitch used to work as a circumvention for me, now it does no longer.
I just really wonder why wouldn't EA just get an actual fix for the indicator or even just add a simple 'clean all dots' command?
I mean, it's almost as if this hasn't been continuously reported through numerous channels, to the point of becoming a meme, ever since game launch. Almost as if there aren't hundreds of thousands of people paying for the game, battle pass and whatnot.
Almost as if one couldn't just spend a few tokens on a few AI sessions to properly investigate, plan, develop, test and deploy a fix that EA developers either can't prioritise time for in any foreseeable sprint, or just flat out can't fix it. Considering the latter likely amounts to nonsense, and that there are also many other, possibly even better approaches to this, it's really just frustrating to see something so sloppy yet annoying and well documented last so long. One could even say disrespectful to users.
