I bought the game via Steam and get the same message when creating a map. This is not **bleep**ing acceptable EA!

If they don't fix it soon they could be in a whole new lawsuit, not sure what country you guys are from but where I live we have a digital goods policy that protects consumers. Its a government contact to people selling digital goods in the UK so if we buy the game from steam with no information that we wont have full access then they need to supply full access.
I had this with Ubisoft in the past and won out of court because they messed up pretty bad and thought I didn't have a leg to stand on... ended up I was happy with the outcome.

I remember reading a similar thread where people got it working by turning on "Show Player Created Content" in system settings. Might be worth a try.

I have the same issue, "Show Player Created Content" doesn't fix it, that is an entirely separate issue. This is ridiculous that we purchase their product and they fail to recognize ownership on their end.

I could bypass it by saving the portal mode instead of publishing it, when set up correctly it can be saved.

So it works even with the 'Players need to own premium content to play.' in portal. First try and click the save icon, no need to publish to try locally (an option when running portal maps). Then it should at least (at first) show up in your My Experiences.
