Enter settings in steam, select downloads, clear download cache. Restart steam as it forces, Select account. Files will compile and game will work and files are now installed. Trust me it works.
This works for like couple of hours, then crashing starts again
Legend! Not sure if this was it but i kept getting the game not released in downloads. Tried this and relaunched and i got past the shaders crash. Not sure if it was the reinstall off game or your tip but its working.
