Update:

Ran HWINFO64 to assess all specs.
Saw Infinity Clock (FCLK) was getting automatically dropped by the MOBO to 1052mhz.
Went back into BIOS, changed my FCLK to manual set MHZ best for my Board, CPU, and RAM. Set 1600MHZ.
Set SOC Voltage Speed 1.05 (mid range of optimal).

TN is clean now and Rubberbanding is removed.
