i followed BloodF15E's advice and changed my FCLK to 1600 (which is the correct amount for my system as well), and it seemed to alleviate the issue (thanks for sharing), but time nudge continues to increase a lot depending on how busy the game is and the number of background programs i have, so it's still unplayable if i'm, say, on Empire State with the same programs open as in the video I shared. i'll continue to test while i wait for answers or instructions
also, here's my specs:
Motherboard: ASUS PRIME B550M-K
CPU: AMD Ryzen 9 5900XT (with AMD-recommended OC)
GPU: AMD Radeon RX 9070 XT 16GB with latest drivers
RAM: 24 GB of DDR4 at 3200 MHz. one pair on slots 2 and 4 with a different stick on slot 3 (slot 1 is empty due to hardware issues). DOCP enabled and FCLK set to 1600
did a clean Windows 11 install around two weeks ago
both Windows and the game are on NVMe drives
i should mention i also tried the game with a R5 3600, a 1660 SUPER 6GB and the missing RAM stick on slot 1 installed around a month ago. still had the same issue
