Battlefield 4 Dlc free giveaway was part of the promotional event "road to battlefield 1" as all Hardline Dlcs. It is sure that it wouldn't be a great deal paying 15$ for each dlc or 50$ for premium now but you can still wait for a good discount on premium (usually around 15-20$) and get the 4 Dlc plus all the bonus items you won't get even with all the dlc for free.
it's not reasonable asking for everything for free.
Regarding your veteran battlepack you should contact ea support, as we can't assit you with these matters.

when will the battlefield 4 DLC be free again due to the face i was unable to take advantage of it due to console problems at the time
