As I understand you have a problem with your ISP. You need to contact ISP. If you were banned in Origin:

@Mayanology Game Advisor can not give or remove ban. On Answer HQ we try to solve the problem without the participation of the Game Advisor.
Only in rare and difficult situations we direct people to a game advisor.

However, I am presuming he is on about the website being blocked in his country, not his Origin account being banned.
