BF 4 Premium not working on PS5.

You made sure you also installed the Premiere Pass add-on itself too again? Not only the map packs.

As i remember the Premium pass was a pack by itself too to download and install. 

If you got it all, you can try to get everything on the PS5 storage from the currently used external drive.

Maybe makes a difference too, after that you can again try to restore licenses. Also check if it makes a difference to set this PS5 as your primary PS5, if it isn't like that yet.

@Its_Travis_199 When I go to BF4 Premium in the PS store there's no option to download it. Same with the expansions I'm missing. China Rising, Dragons Teeth and Final Stand. The only option any of them show is to buy them.

Its weird if it is the same account you use on both consoles, that not everything is available which you actually have on PS4 already.
But i got another idea what you can try.

You can remove the game and all its add-ons again on the PS5 and then use the PS4 --> PS5 data transfer option to transfer everything BF4 related you have on the PS4 atm. (i guess on PS4 you got everything unlocked and installed)

@Its_Travis_199 Didn't work. It's just so weird. If I go to the game at the PS5 home screen, then go to manage game content, it shows all expansions installed. Even legacy and night operations. But in the actual game it says I'm missing China Rising, Dragons Teeth and Final Stand.

What shows up when you go into the PS Store to the missing packs and go to "buy"?

Maybe it says you must buy it but it actuelly is 0$ as you own it already.

If it shows 0$ you might just need to go through the process again to get to download it again to be registered as owned.
Did you check that?
