Cannot purchase M16A3 Weapon Licence

Hello,

I can see no way of purchasing the M16A3 weapon licence in the oppisite faction. The gun is not highlighted to buy and I can see no where where I can purchase the licence.

    To get a weapon license, score 1,250 kills with that weapon in one faction, and then purchase the license for $50,000.

    For example: The AKS-74U cannot be bought by the Cop faction until 1,250 kills have been made with that weapon while playing as the Criminal faction, then purchased with $50,000.

    I know this. I have 1250 kills with the M16. I have tried getting the weapon licence in game and in battlelog and I have tried everything. It seems to be bugged.
