Can't play Final stand on Battlefield 4

    The download was today's update which was released indeed on the same day as the expansion. Final Stand will be released later today, you can always check the Final Stand icon with a right-click in your "My Games" library for an ETA about the expansion release.

I have the same issue, downloaded the final stand DLC, went to join a server and it told me that I needed to download the DLC. 

Try repairing the base game. I repaired the DLC and it told me that it was fine and dandy, but when I went to repair the base game (my bf4 premium in origin library) it started a download of 2.16 Gigs that I am hoping will resolve this issue. It is worth a shot if you are also having this problem.
