The fine print on one of the pages I visited mentioned that the offer expired years ago so, after the initial batch of packs upon first purchase, you should stop receiving them monthly
The monthly Battlepacks for premium members was suppto drop one by one for 14 months. Started on November 2016.
If you for example just got BF1 and Premium 14 or more months after that date, you should get all 14 at once. Cause those 14 months actually passed by already.
If you own Premium and the Premium pass add-on is also properly installed, then you should have them right away if you logged in to multiplayer.
Maybe tho it could need you to play a few matches online to synchronize and make them show up.
If it doesn't, you can try to earn any Battlepack through playing (earning XP) or either buy one with scraps.
That should cause the Battlepacks tab (where to usually show up) to refresh and trigger the 14 monthly ones to appear as well.
Can't confirm tho, but maybe after that many years after release this offer with the 14 battlepacks expired at some point.
If that's the case then i'm sorry.
Greets,
Travis
