close bf4.exe process in Task Manager or restart the computer

i restarted my pc and used task manager to close it and it doesnt work still

So far I have
-restarted the computer
-used a different web browser
-Delete the folder in my documents
-Done a repair install
-Uninstalled then reinstalled with a restart.
Still no succsess. It happened after I had to kill BF4.exe from task manager when it was first running, instead of properly closing it. It seems to think its still running, yet its not (not BF4.exe in task manager)
Would be nice to play it, but I understand its a beta.
*EDIT*
After doing "tasklist" in CMD, I noticed bf4.exe there, however its not labeled as a service or a console (the only one in the tasklist not labeled), and it says its using up 1.475 GB of Memory.
Tryed to "taskkill" it, but it comes up with "There is no running instance of the task" - Anonymous12 years ago
There's no bf4.exe in the task manager.
If it happens to be there, it tells me that I've got no permissions to close the application, even though I'm logged in as an administrator and I've launched the task manager as an administrator.
And, to be honest, "restart the computer" is not a solution.
Edit: I tried the shell version of the task manager, it does indeed find bf4.exe and here is what happens when I try to kill it:
C:\Users\xxxx>taskkill /PID 5904
ERROR: The process with PID 5904 could not be terminated.
Reason: This process can only be terminated forcefully (with /F option).C:\Users\xxxx>taskkill /PID 5904 /F
ERROR: The process with PID 5904 could not be terminated.
Reason: Access is denied.Obviously 5904 is the PID of bf4.exe.
Further edit: The reason why the process cannot be killed is because it's in a "crashing" state, therefore the system is waiting for it to finish handling its crashing state.
