You can link this two accounts together: https://help.ea.com/en-us/help/account/linking-your-origin-account-with-your-psn-id-and-gamertag if you what. But sadly you can not transfer your PS4 game to your PC account and you can not transfer progress between platforms. You will sadly have to buy a new game version specifically for your PC EA Account/Origin account and on that account when you get it, you will need to start your whole progress from zero again.
There is sadly no way that you can transfer anything from your PS4 to your PC other then linking accounts together, sorry.
