Your issue is a BF4 issue so you're not in the correct forum. However the shotgun shortcut was only available to Premium members last week as part of the player appreciation month and is no longer available. I see that you are on Xbox 360, as a premium member on 360 you had to go to the BF4 in game store, then to the Premium section and download the shortcut to your HDD. If you "purchased" the shortcut it should already be in your purchased and you'll just need to re-download it from your download history. If you didn't purchase it you've missed out on the shortcut kit.
Here is how to re-download the shortcut kit from your download history: log into the Xbox Live site at http://www.xbox.com/en-US/ and then go to "My Account" and then "Download History" and then scroll down until you see your Premium file and click "Add to Queue" and then the next time you log into your Xbox your queued items will automatically download to your Xbox.
