I have both BF4 and BFBC2. And i played BFBC2 some, singleplayer, not multilayer because its not letting me play. I think servers are dead but when i try to create a soldier everything working fine.
So, how can i get veteran packs?

Yes you do indeed need to play some multiplayer gameplay on BFBC2 for the BF4 soldier to be recognized as having veteran status. Probably not easy/possible anymore these days to accomplish retrospectively?
There is though still also the other option to logon to a multiplayer gameplay of BF3 to get it. As it is either BFBC2 or BF3 that are the requirements for obtaining the Veteran status in BF4.

You have to join the multiplayer at least once, maybe it's not even needed to be a running match.
But definitely have to be in multiplayer somehow.
Otherwise the games can't recognize that you played a previous one if there is no possibility to get any sort of online connection between those two being played with the same ID.
If no more people playing it online, maybe you have BF3 or can get it from a friend for just a moment to get into online games once with your ID.
Cause also BF3 gives the veteran status.
