Hello @MyMumIsAstronaut Your situation is an usual for those who has CPU below recommended.  I had the same issue, had 100% CPU usage with i5 and GPU 780 Ti and fps drops from ~80 to ~40 FPS. The drops are gone after purchasing i7 CPU.

Also, Battlefield 1 is a "Processor-independent" game. You need to have a really good CPU to play the game comfortably.  What I can advise is try to run a clean boot on your PC (laptop) https://help.ea.com/tr/help/faq/how-to-clean-boot-your-pc/ and perhaps your performance will be improved.
