Would you be OK please to share with us the link to your soldier please in Battlelog?
It is really not possible to read properly the screenshots that you included in your first message, so looking direct at your soldier profile would be a big help for us to be able to guide you on where you issue may be please.
Enclosed you see the requirements for the Dust Devil assignments, which unlocks the M60-E4 weapon for you. Here it is also clear what requirements it takes and also the sequence they need to be completed in, top down.
- You soldier needs to be rank 10, which I assume it is already.
- Then you need to have played on Second assault maps, which you also appear as you play on Oman map.
- Then you need to get an anti-vehicle ribbon, of which you appear to have gotten plenty, per what you write above.
- And finally you need to have destroyed 5 vehicles while playing on the Oman map.
As you describe that you have earned a multitude of anti-vehicle ribbons and also the last requirement is not required to be done just in a single game round, but surely just accumulating for every time you destroy a vehicle in the Oman map gameplay until you have 5 in total of these, then it all hints to me towards that your initial requirement on the 'Reach rank 10' is not correctly been recognized by the Battlelog system.
We have recently seen many new players coming to BF4 who now for some reason appear to have run into this bug that the Rank10 accomplishment is not checked off as it should be in their Battlelog soldier profile. Now, if this is the case with your soldier, I cannot confirm until seeing your soldier profile in details. So would be great if you would be ok to share this with us please.

This helps a lot to see how you are progressing towards completing the various assignments in the game!
I can see that this is like a brand new soldier you have here. So also the first hours you played when not yet rank 10 did not really help to unlock that specific assignment that you ask about here. Actually so far, you have completed 18 assignments out of the 108 assignments that you have access to so far, so I would say that you are still a fairly new entrant to these tasks. So not sure why you exactly focus on the Dust Devil assignments, as you have so many other assignments and weapons in the game still for you to get on with, as you just reached XP level 29.
For the specific Dust Devil assignment and your progress in general, then I can see that you have been gaming like literally non-stop here the last few days, so just in last 24 hours you have played 56 game rounds, which has helped you pass the XP Rank 10 that was the baseline requirement for the achievements to start counting for the Dust Devil. So its first from that you passed the XP rank 10 that the next requirements started to be counted for for the assignment. So the Destroyed Vehicle ribbons you made before reaching Rank 10 does not count towards completing the Dust Devil assignment, as you needed to reach XP rank 10 first.
Next to this, I observe that in the last 56 game rounds that you have played, none of them were on the specific Gulf of Oman map. It is required for completing this Dust Devil assignment that at least 5 of the destroyed vehicles were destroyed on the Golf of Oman map. Now as you appear to have a good sense of how to get the vehicle destroyed ribbons (not just disabled, as they have really to be destroyed for this assignment), then it shouldn't take you long to get those remaining ribbons completed, now that you are above rank 10.
Last but not least, please notice that the update of the Battlelog system for your soldier do at times take 2-3 days for updating. So do not expect it always to instantly reflect on achievements that you just accomplished in a game a few minutes ago. As I see you appear to play suddenly a lot with this new soldier, then be patient and in 2-3 days from now you will see your various assignments starting to be marked as completed.

In addition to the fantastic advice @CyberDyme has given above, you need to earn the anti-vehicle ribbon in a single round, it can't be earned across multiple matches.
Figured it might be worth clarifying just in case. Hope this isn't coming across as being patronising.
