You don't "buy" weapons in Battlefield 4. The only ways to get weapons are by unlocking them. Attachments that are associated with the country the weapon was made in can be unlocked by using that gun but other attachments will have to be unlocked through battlepacks. EDIT: If you're referencing "shortcut" packs where you can buy your way through the classes, then I don't think they are in BF4 yet.
