I was able to find a few Servers(see image below):
Under Free Slots, make sure you have the ones that I have checked off.
I also have the Region set to Europe, and have selected Team Deathmatch and Conquest under Game Modes.
This also depends on the time and day you are trying to search for Matches, but this is what I came up with a few minutes ago.

It is now 6am where I am you’d think when I searched the other day at 6pm that I’d get at least 1 populated server but no not a thing. I always get 0. But at least it looks like I’m searching properly. I just can’t work out why battlefields 3 and 4 are so much easier to get a game in they are really quite old compared to bf1
I suppose it all comes down to preference, whether people choose to play BF3 or BF4 compared to Battlefield 1.
But, you should have some Servers come up, using the settings that I have provided.
Feel free to try searching in the evening again with those settings, and see if you find anything. We should be getting the same results.

There are still plenty of people playing Battlefield 1 and Battlefield V.
Are you using Server Browser like I mentioned above?
believe me pal theres nothing you can tell me to try that i havnt already i had this problem on battlefield 4 even on server browser then all of a sudden it just sorted itself out but now all of them are back to playing funny buggers
Have you tried setting server browser "slots" to:none,1-5 and 6-10....I would NOT suggest selecting "all" slots...it just clutters your server list with every server...even empty servers
