it was expected that the phantom bow became free, because those who made the map (or a player of the community) had the idea to put it off.

Actually, as far as I'm aware CTE players also had no idea about this, so the reason remains fully unknown. I heard a rumor that it's caused by a bug and Phantom from Op. Outbreak was supposed to be available just for one round, but I have no way of determining if it's true.
