I am sorry for your trouble and it is indeed a weird issue. Do you use your controller wired or in wireless mode and if it is wireless, please try to use the PS4 controller cable to connect your game-pad. If you re-install the game, make sure that you delete all game data from your console as the issue might be related to a specific expansion file which might got corrupted during an update process. Make sure that your controllr is connected as Player 1.

Thank you for getting back to me, I have re installed the game including all DLC, I always play with controller plugged in and still the weapons will not shoot.
