trust me I have tried. is a lil weird but ah this kinda * happens to me all the time ... am somewhat used to it by now ...
If you haven't done so recently, you probably want to run a malware scan, since things aren't running as they should.
You might also want to consider running the System File Checker, just to be sure that Windows is working ok.

heh is a fresh install of Windows 10, did it from the start of the upgrade. I tend to wipe my drive every 6 months or so. unlike most people when there systems slow down they defrag I don't believe in defragging cause that will literally bog ones system down to a crawl if one defrags on a regular basis. so I wipe and when using an SSD now a days I will secure wipe my drive (e.g. low level format) my drive ...
have bin doing this for several years now. the only stuff I lose when wiping my drive is the * I don't use anyway or don't need ...
I use Malwarebytes, ccleaner or (* Cleaner), Don't install excessive anti-virus/firewall software, tend to use what Microsoft provides.
external firewall software is literal * anyway, everything and anything can breach a software firewall apposed to a hardware firewall which tend to be more secure.
Trust me, I have a general idea what I'm doing ... That and I have ran 2 businesses in my lifetime which were computer related, the first being a retail outlet for selling/servicing computers.
the second being an onsite technical repair for desktop computers.
am currently looking into selling/servicing Servers as their is more money when it comes to selling a Server apposed to selling of a Desktop. all the money now a days is based on Server technology ...
I myself have never experienced this either which boggles my mind ...

That's fair enough, sometimes it's a little hard to gauge folks' expertise level, but it does sound like you're savvy.
