I would think that you refer to the situation where you cannot enter into the territory where you enemy is hiding?
But the enemy appear to be able to stay within this area, and still even at same time kill you one way or the other?
The only area from where this is possible is if a player remains within the player's own spawn base area. Also the same area where your enemy has all the vehicles spawning in at game round start.
And it is all very logic and completely ok that the game mechanics works this way, as to avoid extreme type of 'spawn raping' as it is typically called.
Most weapons have limited range, so if you otherwise stay away from the border into your enemy's spawn base, then you should be ok. It is also not really nice to be spawn *, if you ever try this type of game play situation.
If you experience the freaky situation that an enemy keeps within spawn base throughout match despite flags are conquered on both team sides (aka, a long-range sniper laying on hill within the spawn base, or using a mortar from within base) then you also have similar methods to take them out if you really consider them a major problem. Situation is most often though that such base camping players rarely make many kills from within there. So no need really to care much about such miserable players.
