Why does Operations mode in Battlefield 1 always load only Cape Helles?
Every time an Operation ends, the game just restarts on Cape Helles (Gallipoli) instead of switching to another map.

When playing operations, it should cycle the maps that are specific for the operation.
Yeah, but i meant about gallipoli operation in all, there always only helles and achi baba on operations servers
This is because the specific maps are linked to the operation, the operation includes the maps Cape Helles and Achi Baba (those are the only maps for the operation).
Man i`m about other operations like western front, brusilov, italian, etc. when i join these operations there always 0 people, but when i hit button "join to any operation" there is always gallipoli operation playing
As far as I'm aware, they don't cycle in between operations, the reason why that specific operation has players is because of the Turkish fan base being very active.
