There is a video on Youtube that supposedly by changing some campaign files lets you have them all unlocked, I havent done it yet since im not in my province but I will for sure.

Here you have it, in the comments there are people comenting it still works ater 10 years.

    Hello, at least it hasn't worked for me. Similarly, there are some comments from a few months ago indicating that it hasn't worked for them either.
