please remove spectator time lag

Hi,

So im a guardian for a player server, and i spend most of my time in spectator view. however, it annoys me that i cant be of better service to the players on it. most of the time i spend kicking scouts (scouts are not allowed on it) but there is a spectator delay of half a minute. could the game please be updated and this removed? it annoys me that people cant enjoy a scout free server, and instead still need to get shot by them in the half a minute i do not notice them. 

i know that turning the server into a custom server solves this, but this would at the same time worsen the server population and would make it a hassle to keep it populated.
