BF5 Low GPU power draw with 6800xt

I have been constantly getting around 60-100W GPU power draw whilst maintaining around 60-80% gpu usage with my 6800 xt in BF5. UNLESS if I crank the resolution scale to 200% and have future frame rendering turned on (this increases gpu usage to 99% and power draw from gpu goes to ~250W) It is definately NOT a hardware issue as the problem is only isolated to BF5. Other bf games work fine and I have tried the same card in multiple PC's. And all of the 3 pc's which I tried the card in have 750W power supplies which are more than sufficient for powering a 6800 xt.

    Any idea what was causing this? Have the same issue but with almost every game. GPU benchmarks run perfect but games it's like it goes into "power saving mode" and rarely breaks 100w.
