Directx12 not showing in the menu!! HELP!!

What should be happening instead? dx12 should be on

 Was able to run Directx12 fine when the game came out, it also runs fine on my other computer. but right now i have no way to even choose the option to Select DirectX 12 in the menu. very frustrating because really enjoyed playing with that particular Feature.
