i have this problem as well on ps4 , when interacting the bar doesn't fill up and nothing get build for me since the latest patch on Deluxe edition (16th nov.)

Still having the same problem after deleting game and save's and reinstalling game. I don't have any assignement that includes fortification building.
The progress bar is showing on the middle of the screen but it doesn't fill up and no building progress.
All maps and modes , ps4
this bug isn't on the list of known bugs , please look into it
