low fps low gpu cpu usage

I've done everything I could find but nothing fixed it. ryzen 5 2600x gtx 1070 amp extreme 16 gb ddr4  Win10 EDU all other game work fine and bf5 died too befor and after my cpu upgrade from i5 ...

     @EA_Atic  hey I started to happen in PUBG too, could it be the mainboard? is the only think that I personally could thing of as hardware
