While you fix the stuttering problems on the servers, please also bring Arras, Mercury, Narvik, & Rotterdam maps to strategic conquest. These big-medium sized maps could perfectly fit in the playlist.
Freezing, lag and stuttering are not the fault of the community servers but EA, first of all, here's the FIX and be sure to write if it works.
Go to Options -> Gameplay.
Look for "Player-Created Content" (usually 3rd option from the top). Change it from show to HIDE

The stuttering problems was fix by players not EA, they had nothing to do with it. So, I wouldn't count on them adding anything to this game.
