Dynasty coach upgrades

My coach is fully upgraded for the first recruiting tree and at first I was able to use 75 hours for every play but am now only allowed to use 65 points. Before I was able to fully scout every player after only using 20 hours now it takes 30 hours. Why has my coach reverted back?
