Yeh you are right but still doesn't give a answer as to why the older consoles aren't getting when the PS4 user base is higher then the PS5 user base I seen a article where they posted there numbers so it is like 2 +2 =potato

Of course the player base will be higher for PS4 considering that it is a 11 year old console that you can get for relatively cheap in the market. PS5 is just about to hit its 4th year mark. To be fair, you will start seeing more games do this since companies want their games to take on the capabilities of a PlayStation 5 or Xbox Series S/X.
Because the older consoles aren’t as strong and can’t handle the work load that the new consoles can, there is no reason to go into the past when we have had new generations for 4 years. This was the same thing with the Xbox 360 and PS3. They older generations aren’t as powerful and are harder to code for because alot of stuff has to be re textured or re coded so the game doesn’t crash or lag.
I was actually looking forward to it. Had put $100 on my PS wallet, and was willing to go $50 higher for the Madden/NCAA Delux bundle. But to also have to she'll out another $400 on top of it in this economy for a new system, when mine works perfectly fine. And don't tell me it's storage, I have an 8TB external HD for PS4 attached so that isn't even an issue.

I understand that. But we are in year 2024. You can walk into a store like GameStop, Walmart, Target, etc. and find a PlayStation 5 on the shelves. There are many options to help pay by the month or bi-weekly if you aren't able to pay the full amount up front. That would be the only way you are able to play College Football 25. It is much easier for developers to work on one code for a video game rather than two and especially one that is more than a decade old.
