If you haven't done so already, try reducing your resolution to minimum on your desktop and try to launch again. If there's space, please try installing one of the games to C drive and check again. Go to Origin>application settings>Advanced and set a C drive install spot. Be sure to change it back to your E drive after so Origin doesn't keep trying to install later games to C drive.
Surprisingly, this worked for me. I tried all the other tricks with firwall, launch parameters etc. And only setting my desktop resolution to minimum, and then launching the game did the trick. I finally got splash screen, where I clicked Red Alert 3 and the game launched after a while.

I feel your pain. Many solutions presented here actually did not work for me as well. It's kinda random and sometimes it just starts working after Origin update. So you can try to uninstall the game and install it again when Origin update. If you have two drives, you can try installing it on the other one, see if that helps. There is also a recommendation to add the exe files and the launcher to the Windows firewall, try that too. Try also suggestions here (espescially the last page):

Thanks mate, I just tried it. I still can only get into launcher, select Red Alert 3 or Red Alert 3 Uprising and then logo of whichever one I choose.... That is it... Then it closes and back to Origin ; /
